Background
to the meeting:
Senator
Douglas Roche (Chair of the Middle Powers Initiative), Zachary Allen
(Executive Director of the Global Security Institute) and Alyn Ware
(Global Coordinator of the Parliamentary Network for Nuclear Disarmament)
are on a tour of key capitals in Europe in order to promote positive
initiatives to preserve and strengthen the NPT.
While
in Brussels they took the time to visit the European Parliament
and meet with the Intergroup for Peace Initiatives.
The
tour is part of the follow-up to an extraordinary strategy consultation
on the future of the NPT that the Middle Powers Initiative is organizing
in cooperation with former US President Jimmy Carter and the Carter
Center in Atlanta, USA. The purpose of the Europe trip is to bring
the final report of the Carter Centre Consultation directly into
the capital cities of key European countries and build support for
the recommendations.

Atlanta Consultation II: On the Future of the NPT
Senator
Douglas Roche presented the Intergroup with the report from the
consultation organised by the Middle Powers Initiative on the Nuclear
Proliferation Treaty at the Carter Center (January 26-28 2005).
The
gathering involved high-level representatives of key governments
and was modeled after the successful Atlanta Consultation I that
MPI held at The Carter Center in 2000.
The
Report recommends 11 policy options to states party to the NPT.

The Role of Parliamentarians
Alyn
Ware also spoke about the role of parliamentarians in working for
Nuclear Disarmament and the Parliamentary Network for Nuclear Disarmament
(PNND)
The
PNND is a global network of parliamentarians from more than 40 countries
working to prevent nuclear proliferation and achieve nuclear disarmament.
Parliamentarians
can act collectively and provide public representation and accountability
on this subject.
Also
Parliamentarians at the NPT Review Conference will be able to monitor
the behaviour of their delegations.
Parliamentarians
can also act as individuals on these issues. The PNND can act as
a source of non-partisan information and background on Nuclear Issue,
providing contacts with experts and lawyers in this field.

Upcoming Event: Nuclear Weapon-Free Zone Conference
Alyn
Ware also informed the group that representatives from more than
100 member nations of the world’s four nuclear weapon-free
zones have been invited to attend a conference set to be held April
26-28 in Mexico City.

Activities of the European Parliament and the Intergroup:
The
following events will be taking place in the next month:
March
9th
The plenary debate with the Council and Commission where the new
resolution on the NPT is being put forward.
March
16th
Seminar: 12:30-14:00 PHS 1C 47
Citizens Inspection: Greg Mello will be presenting his findings
of his Citizens Inspection of the nuclear facilities at Los Alamos
in the USA.
This event is organised by Jean Lamberts Office.
March
17th
The Subcommittee on Security and Defence will be holding a hearing
on Weapons of Mass Destruction.
